Files contain papers submitted to the Secretary of State by the Governor relating to his executive actions. Papers concern gubernatorial appointments to Congress; elected state officials, state, judicial and county officers; state officials' oaths of office; General Assembly confirmations or rejections of appointments; notaries public, state and judicial officers resignations; county office vacancy notifications and election certifications from county clerks; gubernatorial orders for special elections (e.g., judicial positions); absences of the Governor from the state; citizenship restorations; executive clemency or sentence commutation; deputy clerk appointments by county officials; and certifications of votes cast by presidential electors. Governor's proclamations (until ca. 1924) and veto messages (until 1949); trademark registration of beverage manufactures, bottlers, and dealers (1873-1891) are also included. File also includes papers (1824-1832) concerning Indians in Illinois (e.g., treaties and speeches made by Indians and government representatives at peace conferences; depositions taken by state agents dealing with Indian depredations; Governor's address to the General Assembly on the "Indian problem").

The Office of Secretary of State, successor to the territorial Secretary, was established by the 1818 Constitution to keep both the state archives and a register of the Governor's official acts.
